سانچہ:جاپان کی سیاست

کابینہ جاپان (انگریزی: Cabinet of Japan) حکومت جاپان کی عاملہ (حکومت) اکائی ہے۔ جاپان کی کابینہ میں وزیر اعظم جاپان اور پارلیمان جاپان کے علاوہ دیگر 19 ارکان ہوتے ہیں جنہیں وزرائے ریاست کہا جاتا ہے۔ وزیر اعظم جاپان کو پارلیمان جاپان کی درخواست اور نامزدگی پر شہنشاہ جاپان منتخب کرتا ہے۔ پارلیمان وزیر اعظم کو منتخب کرتا ہے اس کے بعد وزیر اعظم دیگر ارکان کو نامزد کرتا ہے۔ کابینہ پارلیمان کو جوابدہ ہے اور پارلیمان میں تحریک عدم اعتماد کے منظور ہونے کے بعد کابینہ کو استعفی دینا لازمی ہوتا ہے۔

نامزدگی سودھو

آئین جاپان کے مطابق پارلیمان میں وزیر اعظم کے منتخب ہونے کے بعد کابینہ کا انتخاب عمل میں آتا ہے۔ کابینہ کی اکثریت بشمول وزیر اعظم کو پارلیمان کا رکن ہونا لازمی ہے۔ کابینہ کے دستور کے مطابق کابینہ بشمول وزیر اعظم کی تعداد 14 سے تجاوز نہیں ہونی چاہیے، البتہ مخصوص ضرورتوں میں 19 ارکان ہونے کی گنجائش ہے۔ کابینہ کے عہدہ پر قائم رہتے ہوئے وزیر اعظم کے علم میں لائے بغیر ان پر کسی کا الزام عائد نہیں کیا جا سکتا ہے۔ مندرجہ ذیل حالات میں کابینہ کو استعفی دینا لازمی ہوتا ہے۔

1- اگر پارلیمان میں تحریک عدم اعتماد منظور ہو جائے یا ایوان نائندگان جاپان میں تحریک اعتماد میں شکست ملے۔ البتہ اگر 10 دنوں کے اندر ایوان ہی تحلیل ہوجائے تو استعفی منسوخ ہو جاتا ہے۔

2- عام انتخابات کے بعد استعفی ضروری ہوتا ہے گرچہ وہی وزیر اعظم اور کابینہ کے ارکان پحر سے منتخب ہوجائیں۔

3- جب وزیر اعظم کا عہدہ خالی ہو یا وزیر اعظم استعفی کی پیشکیش کر دے۔
